Code consultant in Canada?

My industrial client is purchasing a material handling system from Germany and to use it in Canada. A consultant firm is hired to design for the installation for the entire system into their plant, but they need somebody to review the fire suppression system to see if it comply with local code. Do you need a code consultant to specially review the system or can the consultant firm (mechanical/electrical/civil) review the system based on NFPA and other local codes? My question is, do you need a special license or permit to review and approve the fire suppression system?
 
I am going to guess that you are referring to a high pile, Witron racking system. if so, that is an animal not addressed by fire code, or nfpa so you will need an fpe to prepare a report for the ahj.
 
We're not sure what the system is yet. We're at a stage trying to find the right people on the job and defining the deliverables.

Ok. We'll get a fpe. For my education, what case do we need a fpe and in what case we don't need? And what is the deliverable is required in these cases:

1. System comply to Canadian standard
2. System not comply
