Forgive me if this question has been asked in this forum before. I have done a keyword search and have come up empty, so I've at least done some legwork. My question is this - does Section VIII Div 1 specifically require the use of a professional engineer to perform BPV calculations or is this a state level requirement? I have looked high and low, and cannot find any statements in the code indicating one way or another. Your help is greatly appreciated...

I am going on memory here but I believe that ASME Section VIII Div 1 does not require design calculations to be certified by a registered Professional Engineer. Section VIII Div 2 and Div 3 require PV design calculations to be reviewed and certified by a registered Professional Engineer in the US who specializes in PV design (in other words a PE who is not familiar with PV design cannot certify the design).

Jurisdictions can impose additional requirements above and beyond the ASME B&PV code. I would check with the Jurisdiction if you are unsure.

ASME VIII Division 1 does not require that a licensed PE design or review the ASME Code calculations.

HOWEVER, UG-22 specifies a whole laundary list of additional loadings that must also be considered in the design of an ASME Code vessels. This list includes seismic, wind, cyclic, etc. The UG-22 loads are best addressed by an engineer, whether licensed or not. Non-engineers don't cope too well with these load issues as the procedures are not addressed in the Code. Also, don't allow anyone to rely on purchased design programs unless they could do the same thing by hand-calcs.
