A I am of the opinion that it is a translation "slip".
a) The terms [Far-from-generator short circuit] and [Near-to-generator short circuit] is used in IEC 60909
b) Refer to IEC 60909 for their definition and application in short circuit current calculation.

I'd agree it's probably a translation thing; in my neck of the woods, "close-up" is a photography term, and a "close-up fault" would be something like the way a picture turns out where the distance between the camera and my face is so short that not only does distortion occur but individual nose-hairs can be counted...
'Close-in' is the term we use for faults close to the supply protective device, most typically a circuit breaker of some sort.
