Class I Div II Area and 24VDC

I have an IS 24VDC transmitter located in a Class I Div II area. It goes back to a NEMA 4 junction box some 10' away. There is a 24VDC terminal strip in said box - nothing more nothing less. The conduits entering/leaving box have seal-offs poured. There is also a seal-off at the device. I am told the J-Box must be Class I Div II explosion proof. Is this so? Thanks.

Junction boxes in Class I, Division 2 areas are not required to be explosion proof. 501.10(B)(4) The conduits at this juction box do not require seals. 501.15(B)(1)

As long as the terminal strip is only for a junction box, and the terminal blocks aren't fused or have any circuitry in them, then the installation is fine. A junction is non-arcing, so it's fine in a Cl.1, Div.2 area inside a NEMA 4 enclosure.

If the terminal blocks have components in them that could arc or spark if they failed, then the blocks have to be rated for the area, or it has to be in a rated enclosure.
