Clamped Shoe Support (Clamp orientation) 1

Is there a reason why clamp in shoe support are welded like in the picture? ( I mean like the clamp sides where bolts are attached are not in the same line or elevation)

It depends on what they were designed to do. Without more information, you can't reasonably expect to get the answers you seek.
 
So you can get more pipes side by side, but still able to lay them onto the supports before bolting them up.

And they attack your ankles less when you walk down the lines.

Water drains out of the holes better and doesn't pool on the top flat surface where the bolts are.
