The bolt is 25mm and the two different hole sizes are 26 and 32mm. Would the clamp force or load be different in the larger hole? I expect the resultant stresses to be higher due to less contact area, but does this also effect clamp load?

The answer to your question is (all other factors being equal) yes the preload is higher for the larger hole. This is due to the lower friction force developed at the bearing surface.
