City Water Storage Tank

I'm installing a 10,000 gallon city water storage tank. I am planning on including a 20gpm UV filter constantly recirculating the tank which will cycle the tank contents ~3times per day. Is this unnecessary as the city water has residual chlorine? Or recommended as the tank is just sitting there?
 
Further to Keith's question: What is the water being used for?

UV will extinguishes chlorine, changing it into chlorides. So for this reason alone, UV is not recommended.
