I was dealing with a finished water storage project and were considering chlorine boosting at the outlet end of the tank to compensate for a posible reduction of chlorine residual that might occur in the tank (above ground and covered). I was trying to estimate the reduction in amount of chlorine residual in the tank. Is there any method that can be used in this respect?

This simplist way since you appear to have the tank already in the field is to sample the tank water and measure the chlorine. The key to this is you want to sample it at critical times to size your booster equipmet, such as summer high temp, and winter max residence time. If the tank isnt existing, the jar test based on calculated residence times and max temps.

In additions to BobPE's comments, depending on the boost levels, you should ensure an adequate contact time for the chlorine prior to the 1st service. Normally it is not a problem, but up north a service was allowed too close to a chlorine booster and every so often the "swimming pool" complaints were recieved. KRS Services
