what is normal practice on the treatment of make up water for hydronic system
is a Y strainer suffeciant or is a finer filter required?
 
Is that cooling-only system, or that is heating and cooling, in which case max. temperature will determine whether particular water treatment is necessary.

Strainer you need anyhow, at your circulation, regardless of make-up arrangements. Depending on armatures it is possible that you will need multiple strainers to protect sensible valves.
 
A Y-strainer is usually sufficient. Provide a meter so the chemical treatment company can assess the amount chemical to add.
 
Provide a double-check reduced zone pressure backflow preventer on your makeup line! You do not want to tie into potable water without one!
