I have design this plan without testing it but have ideas of this. Does this plan would prevent condensation on evaporative plate.

What are you evaporating? This looks like 2 heat exchangers with a reservoir in the middle. So you are pumping a fluid around. Is there a refrigerant somewhere? Perhaps the names are misleading. If you are worried about cold water in the reservoir hitting the evaporator, then you should limit the reservoir temp so it can't get too cold. I'm just guessing here. As LittleInch said, we need more info.
