Really simple question.
I'm adding about 4 levels of steel parking garage above an existing 7 story concrete parking garage. Typically we use SCBF, but it has an R=6 and we need R=8 so that the concrete structure (concrete special moment frame) can keep it's R=8.
So based on experience, or if anyone has a good read for me to educate myself, what is cheapest (I mean most cost efficient) R=8 steel lateral force resisting system?

Pertinent info: Dead loads are about 25 psf, building dimensions are 101' X 146', steel floor to floor heights are 8'-0". The first level of steel will have to transfer steel column locations (Above) to concrete column locations (below), including seismic columns.
