Changing the size with nodes

I am trying to make a rectangle smaller. Ortho is one...I pick a node...drag down....put 1feet and it pulls to the right......This never used to happen. What do I need to do differently? Also how do I get 1' to be 1' smaller not actually 1'. Any suggestions?

Turn Dyn off (bottom of the screen is a DYN button) and try again.
