Is there anyway in Caesar, to change the Code Year to use previous Codes.

No, a specific version of CAESAR II supports one edition of the Codes. The exact Edition and Addendum supported is listed in:

a) The Quick Reference Guide, and
b) Printed at the beginning of every "Stress Report".
