Changing Scale

I have two very similar drawings of the same factory, but they are two different scales. What I would like to do is change the scale of one so that it is the same scale as the other, and then copy/paste the one drawing as a layer to the other drawing.

Is this possible?

Yes.

It's easier if the drawings are actually CAD files.
