Changing an in-service ball valve

I am looking for suggestions for a contract company to come in and plug a 3" pipe thru a reduced port ball valve. The situation is I need to replace a block valve on an NGL tanks and don’t want to empty all of them to do so. I have found that we may be able to use a hot tap set up with an expandable plug. Due to liability issues I would prefer a contact company to come in and do the job. Any suggestions would be greatly appreciated. (TDW does stopples but not thru the valve with expandable plugs)
 
We are on the western slope of Colorado USA. As far as time, we are looking at sometime in the next month or so. It's not an emergency but we don't want to wait 6 months.
