I'm new to estimating, is there one certification program that is more beneficail than another? One that is more highly regarded than another?

You can check at the site of your country for cost engineers. as there are i.e. AACEI.org or ICOSTE.org
Almost every country has its own Association of cost engineers. On these sites you'll probibly find the certification courses.
