What are the consequences if mechanical run test is carried out without the mechanical seal?

Do you mean testing with some other sort of seal for the test and then fit the new expensive one?

So long as there is some sort of seal you'll be ok, but no seal and fluid will pour out of the shaft....

The mechanical test will not be affected if the seal used is not the final one. Seals are intended to be replaceable so fitting later is not an issue. I've seen this before when the test loop is a bit dirty and the seal very expensive and only meant to be used on clean fluid.

If you replace the seal with packing, the shaft will be supported differently than when a mechanical seal is installed. This should only have a major effect on overhung horizontal pumps. It will improve shaft support.

So the consequence is you could pass vibration with packing, but fail vibration with a mechanical seal. It could hide a possible wear ring rub as well (might rub with a seal, but not with packing.)
 
You are buying or selling pumps?
Recommendable is that your run test will be with lab mechanical seal.
There is another tests for Job mechanical seal.
