Cementing small diameter casing in a large diameter deviated hole

A 9-78" directional (25 dregrees) well bore is drilled with OBM. With most other variables being equal, does the chance of achieving a good cement job decrease as the size of the production casing decreases (7" vs 5-1/2" vs 4-1/2")? Please consider that solid body (rigid) centralizers are not available in all hole size/casing size combinations.
