CE Declaration From a Non-European Company

Has anyone heard of a requirement that a CE self-declaration be signed only by a European company?

No.
I understood that if self certification is allowed then non-EU companies can do this, to the EU requirements of course.

A copy of the technical file does however need to be kept in Europe somewhere, either with your company, a distributor, or one of the companies that offer an authorised representative service.

According to the directive, there is no any requirements for none EU company limit.
