Caustic tank overflow line

Hi,

Looking for help in regards to a design question. I have a caustic tank with a vertical overflow internal pipe that connects to a siphon breaker through the roof, then u-bends down to a nozzle attached approx. 2' above floor. There is an engineered sump for retention, and the nozzle through the 1st course is open to atmosphere (flange connection not blinded). Is this a standard or acceptable situation? Should'nt the lower overflow nozzle be connected to secondary containment or blinded? Any help appreciated.
