The cladding process doesn't care which side of the tubesheet is being clad or if even both are assuming you have no physical limitations to having access to the surfaces to be clad (skirts, channels, etc).
Now a question; are you planning to roll full length to prevent the crevice corrosion mentioned in a post above? And if so, since you can't (shouldn't) actually roll all the way out to (and especially past the end) of the tubesheet are you planning to clad thick enough to have a rolling margin at the shellside of the tubesheet?
