What is the difference between motor start capacitors with the same voltage and mfd rating but different case size?

Some could be paper & oil, some metallised film? Some modern, some old? Some good quality, and others from China? Many possible reasons.

So given the same Mfg, same materials, bigger is better?

Maybe. Really the best thing to do is find the datasheets.
