The UDL capacity of slab on grade is equal to bearing capacity of soil?

If you had a very small slab and your limiting factor were your soil bearing capacity, that would be true...otherwise no.
 
CRSI hase a table of thicknesses and reinforcing for SOG's of varying capacities.

You would be correct if the ENTIRE slab was loaded uniformly. However, this is impossible in practice (there will be aisles between loaded areas), and so the slab in the aisle will tend to bend upward (tension in the top of the slab), and greatly reduce what uniform load can be supported.

Not meaning to put words in Ron's mouth... but the limitation on size is likely due to the uniform bearing conditions required. This is not common in real life...
