I have a question about the short circuit rating of the capacitirs. Can an automatic power factor correction capacitor which is rated for 30kA, be used at a location of 50kA if a current limiting fuse/breaker is used as the incomer of the capacitor bank?

Hmmm, isn't the real answer yes? Well, I suppose the real answer is yes, but only for one fault. As David points out shoving 50 kA through a 30 kA rated capacitor is a bad idea, although I am sure you can do this exactly one time! :)

Generally speaking, the current limiting fuses do allow us to use lower fault rated equipment downstream of the fuses and that is one of the important benefits of using fuses in the circuits.
