Cantilevered column systems detailed to the required for: Special reinforced concrete moment frames 1

I would like to use cantilever column system for a residential building because of flood zone. ASCE 7-10, Table 12.2-1 has "cantilevered column systems detailed to the required for: Special reinforced concrete moment frames". I would like to use this system, but I am a bit confused. Why does it say "Special reinforced concrete moment frames" instead of "Reinforced concrete special cantilever column systems"? When I looked at ACI 318, I couldn't find anything about the cantilever system. Do I just need to design the column based on column requirement for concrete special moment frame?

I have a big enough spread footings to support column gravity load and moment.

Yes. This includes material requirements, splice locations, strong column/weak beam behavior (if you have any beams and just aren't counting on frame action), and development of effective shear.

If this cantilever column system has no beams, how would the requirements of ACI 318-14 Section 18.7.6.1.1 be met? The design shear force Ve is based on the probable moment strength Mpr of the beams per Fig. R18.6.5 but if there are no beams, is it sufficient to just use Ve as the shear from analysis?

[EDIT] To answer my own question, no, I think I need to find Ve based on Mpr of the column. See page 17-18 of
