How would you reinforce a caisson footing (about 5'-0" deep) with a partially embedded cantilvered column? We feel its not a pile so the stuff in Section 18 of the IBC does not apply but nor does anything from the ACI. We want to treat it like a beam and reinforce it that way. What do you think?

It is a column or a pedestal for reinforcement details, depending on the ratio of the dimensions. (Never a beam.)

I agree with civilperson. Treat it as a column seeing both vertical load and a bending moment(if required). Use a tied rebar cage to surround the steel column.

I would call it a pier, as defined in Chapter 18 not a pile.
Per Section 1808 (2006 edition IBC or 1807 in IBC 2000)
"...Piers are relatively short...with lengths less than or equal to 12 times the least horizontal dimension..."
So, at least portions of Ch 18 would seem applicable. Agreed, design as a pedestal per ACI would seem reasonable.(fully soil supported)
