Cantilever dock

Rough Coastline, waves too strong so cant use crib,solid rock too difficult to use pile. Thus, I am looking to put in 20ft Cantilever dock.
I have planty of room on shore, wanted to pour a large mass on land with 20ft over hang at shores edge. Thoughts?
Imagine a square cube mass of solid concrete on land to the waters edge, then the top 8 inch thick or so extends out 20 feet, like a diving board.

Perhaps you intended to imply a question in there,
but I'm not inferring one,
so I'll ask a few:

Does it have to deal with tidal or seasonal water level changes, or ice?
How big a boat will you moor to it? How?

Hi there, yes sorry, I am looking for the best idea to build with ie concrete pier, slab etc. The issue is both Ice and Tides as this is a pretty open bay thus the wave action would simply tear away a crib, and it has. I will not moor to the dock, I will moor offshore. I will have a ramp down to a small floating dock to get into the dingy. The main concrete cantilever will be approx 10 feet above ordinary High water tide height, right at the edge of the ordinary high watter mark.
