Dimensional limits for beams of special moment frames "ACI 18.6.2.1 (a) Clear span ℓn shall be at least 4d "

does the provision above apply to cantilever beams? suppose there's a continuous span of beams of 0.5m depth and ends
are cantilevered, does that mean i can't use the same 0.5m depth for 1.5m cantilever span at the edges?
 

Cantilever beams are not part of SFRS and the clause "ACI 18.6.2.1 (a) Clear span ℓn shall be at least 4d " iis not applicable for cantilever beams.

It is acceptable for beams of special moment frames to cantilever beyond columns, but such cantilevers are not part of the special moment frame that forms part of the seismic-force-resisting system..

However , some codes limits the cantilever beam length ( ℓn <2.0 m ) and for simple calculation ( ℓn < 1/3 ls, ls is backspan length ) Look your local code.
