Can't constrain or apply driven dimensions in sketch

All, I have a colleage with a problem.

He has a number of plastic moulded parts he is designing. He is generating a lot of sketches which he later uses to create lofted/swept protrusions etc.

Note these are sketches that show in feature tree, not those withing features.

He is unable to apply driving dimension on these sketches and/or fully constrain them.

Another colleague opened his file and was able to apply constraints & driving dimensions.

Sounds to me like a user setting but I couldn't see it on tools options, any ideas?

I have a colleague contacting GTAC but sometimes you guys & girls are quicker.

Appears he had "Maintain Relationships" turned off in the tools pull down and that was the problem.
