Cannot change tolerance height in wildfire 5.0 1

Hello,
I've been trying to change the tolerance height and width to
dimension ratios in the drawing options, but even though it
takes my changes and supposedly "applies" them, there is still
no change to the tolerance height, it still displays the same
size as the associated dimension. I'm wondering if anyone else
out there has ever had that same issue, and if there's maybe
some kind of override preventing me from making those changes.
It's extremely frustrating, as it used to work in the past.

Per drafting standards all characters in a dimension are to be the same height. Just because they are small values is no reason to make them difficult to read.

Aside from that, WF5 is considered the worst version from PTC for drafting.
 
Really, I thought every subsequent release got worse?

The Help for this program was created in Windows Help format, which depends on a feature that isn't included in this version of Windows.
