Can reinforcement bars be bent twice?

I have a contractor who bent a #5 bar 90 degrees and now needs to bend it back up. Does the bar undergo some diminished tensile capacity when bending it multiple times?
 
Is this in Australia/New Zealand? AS 3600 has provisions for rebending bars but that is for Australian reinforcing only.
 
We often use "rebox" or similar where bars are bent at 90 degrees inside a rebate in a wall, then bent out into a floor. The bars need to be the appropriate grade, which as sdz says, are defined by AS3600. Australian produced reinforcing is generally very tolerant of rebending.
 
look up the onesteel website, I am sure they have advice on this.
