Can I make this option stick?

I am not on the same version of NX as you, but check your customer defaults
File -> Utilities -> customer defaults
It is probably under the Gateway tab someplace
 
I tried there, even tried doing a search by using the binoculars there in the customer defaults dialog box. No luck.
 
If you have dialog memory on in your role it will be remembered.
Create a new role by RMB in the role palette, then tick the box for Save Dialog Memory (see image).

Your suggestions seems like it should work but for whatever reason it did not. Thoughts? Advice?

Check the setting as shown in the attached picture (Customer Defaults - Gateway - User Interface).

Maybe that will help. For me the setting you mentioned is remembered when I restart my session.
