Can I fix a part in an assy config, and in a dif. config have it float

Here's my wish list. I want a part to be fixed on configuration a, then go to configuration b, where I can move it around, or constrain it somewhere else. is this a possibility without constraining it in config a?

Yes, if I understand what you are saying. Put dimensions locating part in configuration “A”. Then open configuration “B” and double click on one of the dimensions. Choose this configuration.

I have previously sought and failed to find a way to toggle fix/float on a config-specific basis. Gotta do it with mates.
 
You can't suppress the Fix or float in a config. You will have to float the part and mate it. Then suppress the mates as needed to give it the ability to be moveable again.

Or, you can duplicate the part's presence in the assembly--one fixed and the other floating. Use the configs to show one part in one config (while hiding the other) and vice versa. This gets away from the mate issue but adds a duplicate part to the tree.

Reality is no respecter of good intentions.
 
That could create some serious mate issues with other parts in the assembly, because the mate ID's between face/edge will not match.

Not sure if this is what you sure after,but under configuration specific properties click solve as flexible
