Can any one guide me to design a waffle slab supporting a water colled chiller area with (Sdl=7.1kpa and LL=15kpa)col spacing at 9.60m)

Those are significant loads for that spacing. You're going to be looking at extremely large ribs (I'd be more inclined to just call it a beam in this case).

The "waffle" is just intended to minimize the additional dead load from the slab weight. Start with the large ribs(beams) between the columns, then move to the smaller ribs (joists) between the beams, then design the slab to span between the joists.
 

If i were in your shoes, i would go with waffle slab supported on drop beams. Preliminary sizes would be ; slab depth 600 mm ( waffle pocket size 1400X1400X500 mm. Drop beam 500X1200h mm..

You may post a sketch and show if any ht constraints etc..
