Can a disconnect switch be also used as an ON/OFF control for a fan?

Does NEC forbid using a disconnect switch for both protection and unit operation? Typically we would have a separate disconnect and ON/OFF switch but it has been suggested to combine these two. It doesn't sound right but I couldn't find in the NEC where it was explicitly forbidden. Any help on this would be appreciated.
 

Not an NEC issue. if its a large fan (over 1 hp or 3 phase) maybe wanna consider soft start or motor controller or contactor.
 
Switch must be fused and be horsepower rated.
