California Regs for a Facilities (Hotel) Engineer

My father is a Chief Engineer in the hotel business in the Boston area. He is interested in a position in California and one of the requirements is to be (or become) familiar with the following CA regs: Costal California regulatory compliance related to Public Amenity Access, Parking Control and Security, Habitat Restoration Area monitoring and compliance, Stormwater Management, Water Quality Management and Maintenance plans, Shoreline Protection and related enforcement. Can anyone point me to the online sources for these regulations? I found some of the regs for public amenity access (beach access). I'm a civil engineer in Massachusetts, so that's why my father came to me. I figure that most of the maintence issues that he will have to take care of is going to be writen in an Operations and Maintence Plan from the civil engineers out in CA that permitted the site, but he would still like to review the regs himself.
