Hi,
How to calculate (formulae) emergency vent located on a horizontal cylindrical storage tank in case of fire, please ? Are the formulae similar to vertical cylindrical storage tank ?

See NFPA 30. You will need to calculate the tank's wetted area. The equations in NFPA 30 are based on n-heptane, and you can modify your calculations based on the latent heat of vaporization of the tank contents.
 
If memory serves me correctly horizontal vessels use 75% of the surface area, as heat input.
