Calculating RPM of water turbine given inlet head

Hello,

I am trying to design an axial water turbine that extracts a small amount of energy from the water passing through it. The water will need energy to go through a nozzle with some velocity after the turbine, for another purpose. I want to design the turbine parameters to achieve a certain RPM when there is a known head at the inlet. Can this be done with velocity triangles?

I took fluids classes, but I haven't had to solve a problem like this in a while, so it would be helpful if someone could point me in the right direction!

How big? (What power output from the turbine is maximum? Is minimum?
What is the available water pressure?
How much energy MUST be available at the turbine outlet at maximum turbine power production point? If this energy goes to zero, what is the impact on the project?
How do you propose regulating the (1) turbine (2) the secondary nozzle (3) the inlet water pressure and flow?
