I,m not sure there is a specific formula, rather a calibration curve is used for each instrument used to make the measurement and is based on either the viscosity or the flash point. Typically if the flash point is below 200 deg C for diesel engines the fuel dilution would be > 2% and worth investigating.
Viscosity loss is the best for petrol. You need to know what new oil viscosity is and then work from there.
