I currently have a tester that measures up to 2.20 mg/l. Is there a formula to use when cutting the sample to get a true residual reading?

Yes, pf course.

For example, cut the sample to one part original water, three parts DI or distilled water, run your Cl2 test and multiply that result by four. Rule of thumb: original sample parts + dilution water parts = multiplication factor.
