Calculated Tensile Elongation for A335 P11 and P22 Material

Hi experts

Why not mentioned the formula (Af=1940 x (Cross sectional area/minimum tensile strength) when testing tensile test of A335 material in ASME section II?
Is there are any particular reason?

Carbon pipe and API5L pipe supposed to have the above formula applied
