CALCULATE TO FLOW OR RESIDUAL HYDRANT?

Hi folks.

I'm reviewing a contractors hydraulic calculation for a job in which the street main is a dead ended main. The flow test included two hydrants on this main.
I had the contractor submit calculations to the 'residual' or pressure hydrant where as they are insisting they need to calculate the flow hydrant.

I have always assumes the calc. goes to the residual hydrant unless the main is looped in which case calculation to the street main - fire main tie in point is sufficient.

Input? Code reference? Experience?
