Calculate Strength Equivalence Between CJP Weld and a Partial Penetration w/Reinf Fillet?

My requirement is to weld 4" x4" aluminum angles in a T-joint formation with full penetration welds. See attachment.
The joint must pass a stringent x-ray requirement.
Through many, many atempts with GTAW, GMAW, adjusting bevel angles and trying every other conceivable full penetration joint configuration, I have come to the conclusion that it isn't possible to achieve an x-ray quality weld unless we open up the grooves so wide that shrinkage and distortions become an equally objectionable issue for production.

My question is how, in keeping with AWS D1.2 requirements, can we calculate strength equivalence between a full penetration weld as shown in the detail with a partial penetration weld with additional fillet reinforcement? I should add that we don't know what the original design loads were.

Also please believe me when I tell you that the best of our best welders have tried and failed welding this joint to the quaility requirements we must meet, so the discussion I hope for will assist me with the calculation approach.
