Cable Tray Clearance to Wall Requirement

In Canadian Electrical Code it requires 600mm horizontal clearance between cable tray and wall (12-2200(6)), but in reality I've seen a lots installations that do not meet this requirement. Not sure what is the requirement in NEC, but I am wondering if anybody can explain if there are any other standards such as manufacturer recommended practice that deviate the code?
