bushing arrangement on outdoor breakers

Until now, every outdoor power circuit breaker I've dealt with has had the same bushing arrangement, ie; standing on the line side, the nearest bushings are numbered 2 4 6 left to right. I'm looking at some approval drawings that show them 6 4 2. This must be addressed in standards, but I cannot find it in the ANSI C37 series. Anyone have a reference? Thanks.
