Building Code= Fall Protection Guard (Cable)

Hi!

I have IBC Code interpretation questions related with fall protection in the parking structure.
This case is happening in the precast concrete parking structure along the ramps.

My question is that fall protection cables are required along the ramps;
some small openings are located at the floor levels; about 30" wide x13" high at max.
In my opinion, these holes/openings are not big enough to cause pedestrian's fall protection problem.
Or, some fences can be installed only in the openings if they seem to be big.

Do you think protection cables should be installed along the ramps?

I'd use the 4" sphere criteria - I could see somebody pull their three year old out of the car, set them down to grab a bag, and the kid runs over to stick their head through the hole...

But to me, it's likely much easier to just fence off the openings than provide full length cables.

It probably makes sense to close off the openings. A simple steel plate with post installed anchors installed 4" off the finished floor could work

I think they should be closed off on the basis that someone could willingly jump out of one, either for the purposes of fun (BMX bike, skateboard, parkour) or escape (fleeing a crime scene, or possibly suicide).

Sorry if that seems grim, but I have a friend of a friend who jumped off of what I think was a parking structure. She did not survive.

I agree. It is there to warn the drivers for elevation drop, and protect pedestrian from tripping hazard.

30"x13" is larger than some attic hatches I've crawled through. It most certainly is big enough to be a fall hazard.
