Broken Dia and callout?

There seems to be some confusion here as to the correct callout for a broken diameter. We have a round plate with a ID diameter going through the center. This ID diameter is broken by 4 slots.

Is it correct to show the dimensions as "4X Ø5.00" or if its a radius as "4X R2.25"? Or can you just show the dimension without the "4X" and it is assumed the same diameter and feature?

I have always used the philosophy that the simpler the better (you have probably all used the phrase K.I.S.S.).

If the arcs are not meant to be equal and concentric then label them each with a radius. If they are concentric and equal (and in this case with a full circle that is concentric to the inner circle), use a single dia. callout and by not telling them otherwise, you HAVE told them that they are equal and concentric. Don't try to confuse the issue by putting 6x in front and opening it up to a debate just like we are having here.
