Is it acceptable to use the ACI 318 code in conjunction with AASHTO when designing concrete bridge components? If allowed, where in AASHTO does it allow full use of ACI 318?

AASHTO has its own concrete design. I dont think it allows ACI to be used in whole. Check the code if you have it, I think Chapter 5.
 
I agree with jrisebo; you have to follow AASHTO. Portions of the LRFD spec are based upon and taken from ACI. For post installed anchors AASHTO defers to ACI.
