Breakwater Design

We're in the process of designing a breakwater. I have been using the USACE Coastal Engineering Manual for the most part of the design. I have yet to find any recommendations on the height required for a Breakwater.

Does anyone have any recommendations for the height of the breakwater? Should I use my Hs(significant wave height) as a basis for the height? Any help or even readings on this matter will help and will be appreciated.
