Breakwater Design

Our firm is in the process of designing a 1300ft rock breakwater. The breakwater is 12ft wide at the crest with 1.5H:1V slope to the riverbed. This breakwater will be situation within a river and the ACOE has suggested we install culverts within the breakwater to prevent stagnant water on the harbor side.

I'm interested to see if anyone has any input on the size, flow, and positioning of these culverts. I arbitrarily chose 6ft culverts spaced 100ft apart, but I don't have the means to justify this.

Since we are placing an impervious structure in a river, it will not be possible for us to achieve pre-condition flows through the breakwater.

Is is on a River? Will the culvert be facing the river flow?

By decreasing the flow area, the breakwater could create a restriction of flow. The only way to see its effects would be to model it (could be quite a job).

You might find some guidance on coastal engineering forum. There could be sedimentation involve too.
